Multilingual toolkit for COVID-19 prevention measures

To better communicate the information on pandemic prevention to migrant workers and Southeast Asians in Taiwan, TAEF has prepared a communication toolkit on COVID-19 prevention measures summarized from the announcements of authorities and NGOs.

 

This toolkit is available in Chinese, English, Thai, Indonesian, Vietnamese and Filipino.

TAEF event: Education and Taiwan’s New Southbound Policy

In partnership with Taiwan NextGen Foundation, TAEF will co-organize the 10th edition of Global Taipei Dialogue (GTD) with a focus on the education exchanges between Taiwan and New Southbound Policy partner countries. 


From 2013 to 2020, the number of students from Southeast Asia studying in Taiwan tripled from 20,000 to 60,000. These students are expected to be the bridge between the two sides in order to enhance the mutual economic and people-to-people exchanges.


However, heading into its fifth year, the policy is now facing some challenges in the area of education in terms of resource distribution, care for recruited students and policy accomplishment.

TCFC International Film Festival: LET'S LIVE TOGETHER

June 27 , 2021

 

Taiwan Fund for Children and Families (TFCF) will be holding an international film festival titled LET'S LIVE TOGETHER from June 27 to August 29. The film festival will have a total of six sessions focusing on different aspects of international development work, including poverty, education, housing, etc. In addition to film screening, each session will invite one TFCF’s overseas branches in Asia (ex: Cambodia, Vietnam, the Philippines) to talk about their on-site observation and experience and have discussion with other NGO workers or scholars.
 
TAEF is pleased to cooperate with TFCF in this film festival. We hope the public can have more understanding of Taiwan NGO’s international development work in Asia and reflect on what role can individuals or Taiwan play in the face of various development issues.

China and the Shanghai Cooperation Organisation

TAEF visiting fellow Dr. Sana Hashmi has contributed a chapter entitled “ China and Shanghai Coopeartion Organisation'' to a recent publication by University of Malaya, Malaysia – Asia and Europe in the 21st Century: New Anxieties, New Opportunities

This volume discusses emerging critical issues in International relations that raise the concerns from both Asia and Europe, such as the Indo-Pacific constructs, China’s Belt and Road Initiative, and the Shanghai Cooperation Organisation. 

“Since the 1990s, China has been focusing on improving relations with its neighbours. Chinese leaders have made deliberate efforts to formulate an integrated peripheral policy (zhoubian zhengce) also known as ‘good neighbourly policy’ (mulin zhengce), aimed at exploring common grounds with neighbouring countries in economic and security domains and conveying the image of China as a responsible international actor willing to contribute towards greater stability and cooperation in its neighbourhood.”

“One of the important outcomes of China’s good neighbourly and peripheral policy was to institutionalise its relations with the Central Asian Republics. This led to the formation of Shanghai Five in 1996 and its subsequent upgradation to Shanghai Cooperation (SCO) in 2001.”

G7 support a boost to Taiwan’s importance but could threaten its security

An unprecedented statement of support for Taiwan from the G7 last weekend has boosted the self-ruled island’s importance and is likely to renew Taipei’s efforts in securing membership of, or participation in, international organisations, analysts said.
 
Sana Hashmi, a visiting fellow at the Taiwan-Asia Exchange Foundation, said the G7 statement was a diplomatic win for Taiwan, and a sign that it is able to obtain global support despite Beijing’s attempts to restrict recognition of it internationally. To best seize the opportunity, Hashmi said “a clearly articulated Indo-Pacific vision will be beneficial for Taiwan” as “it will allow countries to understand Taiwan’s expectations and foreign policy priorities”.

“Taiwan should lay out its vision stating where its interests lie, such as infrastructure connectivity, tech, and global commons, so that countries are aware of common interests and shared concerns with Taiwan and engage it purposefully,” she said, noting that Taipei has often expressed willingness to work with like-minded governments in the region.

Pro-Taiwan sentiment surged in India last year following a deadly stand-off between Indian and Chinese troops in June at the two countries’ disputed border.

Southeast Asian nations are expected to distance themselves from the G7 statement somewhat, with RSIS’ Ho saying they are likely to avoid taking sides given how dependent upon China many of them are.

Philippines Again Suspends Scrapping of VFA Troop Pact with US, Amid South China Sea Tensions, Covid-19 Vaccine Donations

The Philippines has for the third time suspended a decision to scrap a two-decade-old Visiting Forces Agreement with the United States, its foreign minister said on Monday, amid a territorial dispute with China in the South China Sea.


Foreign Affairs Secretary Teodoro Locsin said the suspension would be for a further six months while President Rodrigo Duterte “studies, and both sides further address his concerns regarding, particular aspects of the agreement”.


The Philippines is a treaty ally of the United States, and several military agreements are dependent on the VFA, which provides rules for the rotation of thousands of US troops in and out of the Philippines for war drills and exercises.


Duterte last year notified Washington he was cancelling the deal, which came amid outrage over a senator and ally being denied a US visa. The pact would have ended in August had Duterte not extended its life for a third time.

Myanmar’s Detained Aung San Suu Kyi to Face Naypyidaw Court

After five years as the de facto leader of Myanmar, Aung San Suu Kyi finds herself in a familiar place: under house arrest while facing an eclectic mix of charges levelled by military rulers, with her party, the National League for Democracy (NLD), on the verge of dissolution.
 
On Monday, more than four months after the military seized power in a coup, the hugely popular politician will face trial in a Naypyidaw court on five charges including the illegal possession of walkie-talkies and breaking coronavirus restrictions while campaigning for elections. Military officials have also accused her of corruption and violating the colonial-era Official Secrets Act.
 
At 75 years old, Aung San Suu Kyi is facing prison sentences that could put her in jail for the rest of her life, permanently sidelining her from a political arena she has defined for decades. Meanwhile, many of her supporters have moved beyond her past calls for non-violent resistance and gradual reform, instead endorsing armed revolt and the total overthrow of the military regime.

Taiwan Features in Japan-Australia 2+2 Statement

Japan and Australia stressed the "importance of peace and stability across the Taiwan Strait" in a statement Wednesday after a meeting of their defense and diplomatic chiefs, highlighting security cooperation between two U.S. allies on the front lines of deterrence against China.
 
Japanese Foreign Minister Toshimitsu Motegi and Defense Minister Nobuo Kishi spoke virtually with Australian counterparts Marise Payne and Peter Dutton. This was the two nations' first two-plus-two meeting since October 2018.
 
This marked the first mention of the Taiwan Strait in a statement by the two countries' foreign and defense ministers. The strait appeared a joint statement in April by U.S. President Joe Biden and Prime Minister Yoshihide Suga and is set to be written into an upcoming Group of Seven communique, as countries seek to curb Beijing's growing military pressure on Taiwan.
